Make the Image Look Hand Painted using Illustrator

Below is the image that we are going to give a hand-painted look.

Using the Place command choose the file. Uncheck the Link.

Select the image and open Effect > Artistic > Poster Edges.

 

Make adjustments to the sliders to get the look.

Now you can see the effect after it has been applied to the photo.

 

Use Control+Z to undo the last effect and apply Paint Daubs to the photo. Now the photo looks like a painting..
